People paying for Ads have had their competitors clicking their adverts. The advert owner has to pay Google for each click (The publisher such as this site gets a very small pecentage of that). This meant that the advert owners budget was wasted on non genuine clicks.

There have also been unscrupulous webmasters clicking the ads on their own site to increase how much Google has to pay them

Google have wised up and use some fancy algorith to detect invalid clicks.

Thats why we dont try and cheat them, it aint worth being banned from displaying the ads
