Cats are supposed to chase mice, Look at Tom & Jerry the most loved cartoon pair of them all. It seems like Lily forgot the rules or is just plain lazy. The mouse sits just within paw and mouth reach trying -like Jerry would- to tease the cat into action. He only received a half hearted swipe after almost seven minutes of taunting before he gave up and sulked off. Possibly to find another cat to tease.
