Not really. With little effort the IP can be traced to the physical location (country) of whomever provided it to the user. With more serious effort the provider (not necessarily the ISP) can be found. Then it's up to someone to put serious pressure (i.e. legal threats) on the provider to give up the owner of the IP. Your IP might be recorded on many sites/services you visit/use, but these records are generally only available to the owner of the site/service.
