Default Not fit for a dog?

In the UK we have the excellent RSPCA which stands for the Royal Society for the Protection of Animals.

If you are looking to get a pet dog you can take a visit and see what they have to offer. When you have seen the dog that you like the RSPCA check your suitability with a questionnaire, they also visit your house to ensure that the property is suitable. If you're home isn't suitable you cant have the dog.

Similarly the RSPCA can visit a dog owners house and if the property isn't suitable the animal can ultimately be removed.

The above has always amazed and amused me. The house isn't fit for a dog yet they leave the humans living there, that cant be right, can it :?:
